<p>Five Texas bills just gave developers the power to skip rezoning entirely. For qualifying commercial-to-residential conversions, the six to eighteen-month approval gauntlet is gone.</p>



<p>I&#8217;ve been tracking regulatory changes across Texas and Arkansas, where they intersect with residential construction economics. This legislation changes the economics of urban development across the state.</p>



<h2 class="wp-block-heading">The Mechanics of What Changed</h2>



<p>HB 24, SB 840, SB 1883, SB 15, and SB 6 take effect September 1, 2025. The biggest change allows qualifying commercial properties in cities with 150,000 or more residents to <a target="_blank" rel="noopener noreferrer nofollow" href="https://wginc.com/zoning-fees-and-flexibility/">convert by-right</a> into multifamily or mixed-use developments.</p>

<p>The ARCHES hydrogen hub in California was projected to create <a target="_blank" rel="noopener noreferrer nofollow" href="https://www.cnbc.com/2025/10/02/energy-department-cancels-green-projects-in-united-states.html">220,000 American jobs</a>. The Pacific Northwest Hydrogen Hub cancellation could cost 10,000 jobs, primarily in rural areas.</p>



<p>That&#8217;s crews, subcontractors, and engineering firms that were planning hiring schedules.</p>



<h2 class="wp-block-heading">Manufacturing Projects Cut Before Ground Broke</h2>



<p>Two cement projects were terminated that affect construction supply chains. The $500 million Lebec Net-Zero project in California aimed at producing carbon-neutral cement. <p>I&#8217;ve been watching this happen everywhere. It&#8217;s not just where raids happen. Hispanic workers with legal status are staying home, afraid they&#8217;ll get swept up too.</p>

Management can then care for issues before they become more significant accidents.</p>

<p>Dangerous construction sites don’t just pose risks to those working on them — they can also endanger the general public. Falling materials could injure people passing by if they don’t realize work is ongoing around the area.</p>

It helps those around the site make smarter decisions, like walking on the other side of the street to avoid potential injuries.</p>
